This is a rumor in this site's sense: read from the client and the hotfix cache, not announced by Blizzard. Wowhead itself says the changes are in no development notes and may still change. Blizzard has published no class notes since the beta ended on 23 October.
Client 70630 was on Blizzard's servers on 27 October, under the live product wowf. For the paladin, druid, hunter and three other classes, hotfixes that the server sent out on 28 and 30 October come on top. They are not in the client's files but in the hotfix cache.
Paladin
The biggest rebuild. New are Oath of Light (an oath on one ally that strengthens your healing on them), Boundless Light, Stoicism, Turn Evil, and Shieldsworn as the final Protection talent. Unsealed Wrath replaces Twist of Light: your melee attacks store the active seal, and switching seals releases it. Removed are Voice of Truth, Improved Seal of Fury, One-Handed Weapon Specialization and Instrument of Law.
Three talents change trees: Divine Intellect moves from Holy to Protection, Unyielding Faith from Holy to Retribution, Holy Conduit from Retribution to Holy. Champion of the Light now has five ranks and gives up to 60% of Intellect as spell damage. Divine Precision is down to two ranks and no longer needs Holy Shock. Holy Power now boosts critical heals instead of raising critical strike chance.
Druid
Feral Combat loses Berserk and Improved Shifting Power. New are Lacerate, until now a baseline ability according to Blizzard's deep dive, and Predatory Discipline. Primal Bite is now the final talent. Furor and Heart of the Wild swap trees. In Restoration, Bloom replaces Gift of the Earthmother. Genesis now raises damage and healing over time by up to 10% instead of 5%.
Wowhead gives Wild Growth a 3-second cast time. The talent data does not show one. But Naturalist now also shortens the cast time of Wild Growth, which only makes sense if it has one.
Mage, priest, hunter
- Mage: Accelerant replaces Improved Fireball, Precision replaces Elemental Precision, Arcane Focus and Piercing Ice are gone. Ice Lance deals 300% instead of 200% more damage to frozen targets, and Ice Barrier now also raises Frost damage.
- Priest: Holy Binding replaces Binding Heal.
- Hunter: Pathfinding moves to row 3. For the weaker auras, see the item from 28 October.
Shaman, rogue, warrior and warlock trees are unchanged. In total there are now 465 talents instead of 466.
What this changes here
The talent calculator is on the new state. Shared build links keep working. Points in Furor and Heart of the Wild move with them into the new tree; points in removed talents are dropped. Two of our suggested builds were one point short afterwards: feral levelling now puts it in Lacerate, five-player healing in Bloom. The page for build 70630 lists every change against 70425, and the class deep dives note where Blizzard's articles no longer hold.
